I am not sure as to why an update is needed so quickly as the original Arbiter was very well received!
Anyway the designer Justin Lai has created a video to explain more about this new version…
In this he says that people have been asking him to make a smaller Arbiter and that the original was too big.
The new Arbiter is slightly smaller at 2mm shorter and the base diameter is now 24.5mm rather than 26.5mm so it should be compatible with more box mods.
Improvements include a change to the airflow system which is still a top airflow inlet and is adjustable. Top airflow inlets should prevent leakage.
Also updated is the fact that the airflow outlets have been changed to a fan design. The fan airflow makes sure that the most air is directed to the centre of the coil. The larger outlet is in the centre and the smaller ones are to the sides.
The deck is suitable for single or dual coil builds and has a postless design to give you more room for larger coils.
Capacity wise – in standard form this is supplied with a 5ml Bubble glass and a 3.5ml straight glass. However in TPD Regulated areas you will only receive a 2ml straight glass.
Apparently this has a top fill port – but the method of access is not specified.
There are 5 colours to choose from: Stainless Steel, Matt Black, Golden, Gunmetal and Rainbow.

So it is good to see designers listening to feedback and making changes – this is always a good thing!
